MOGADISHU – In a significant push toward national digitization and enhanced security, the Somali government has officially made the biometric digital ID mandatory for all citizens traveling between federal states by air.
The new directive was inaugurated this week at the Aden Adde International Airport in Mogadishu by Mustafa Duhulow, Director General of the Immigration and Citizenship Agency (ICA). The mandate requires passengers at domestic departure terminals to present their NIRA-issued biometric cards for identity verification and digital data processing.
Driving National Adoption
This move is the latest in a series of strategic “critical use case” expansions by the National Identification and Registration Authority (NIRA). By linking the ID to essential services, the government aims to overcome infrastructural and awareness hurdles.
Recent mandatory integrations include:

Banking: Since September 2025, a national ID is required to open or update bank accounts.

Transportation: The ID is now a prerequisite for vehicle registrations and obtaining driver’s licenses.

Security: Integration with the PISCES (Personal Identification Secure Comparison and Evaluation System) to bolster border management.
